Project Management

In 1999, a professional service agreement was issued with CSHQA Architects to develop the Master Plan for the Capitol Building, and it was intended at that time that the firm would proceed with design documents. In 2001, a professional service agreement was issued with Lemley + 3D International, a joint venture, for project management services for the restoration construction. Because of State budget concerns in 2002, funding was removed for the restoration and the project was put on hold.

In 2006, legislative action provided a funding source and direction to move forward with the restoration and construction of garden-level wings, and approvals were given to continue using the services of CSHQA for the architectural and engineering design of both the restoration the Capitol and the interior improvements of the underground wings. Lemley International + 3D/I was approved for project management services for both the restoration and for the wing additions.

Construction Methodology

Varied delivery methods for construction will be applied to the project. McAlvain/Hummel was hired in January 2007 to perform the “Design-Build” delivery method for the shell and core of the underground wings. Just as it sounds, this professional team will design and then construct the underground shell additions.

A “Contractor At-Risk” will be selected to construct the interior tenant improvements to the wings and perform the restoration work on the Capitol. The “Contractor At-Risk” creates and submits bid packages to trade contractors and identifies the work areas on which those contractors will bid. The “Contractor At-Risk” receives bids and prequalifies contractors to do specialized construction, although it can conduct some of the work itself.

A simple contract letter was executed with the joint venture of Jacobsen/Hunt to conduct some preliminary services—the full contract is currently under negotiation.
